Fishmeal ban for ruminants should be lifted - European Parliament:

The European Parliament (EP) has called on the Commission and Council to lift the ban on feeding fishmeal and fish oil to ruminants. The move comes after the EP adopted a report by a British MEP claiming "there is no scientific evidence to support a total ban on fishmeal on the grounds that it may transmit BSE or other TSEs". The EP points out that European regulations prohibit the feeding of animal protein to ruminants, but that the Commission may grant derogations for feeding fishmeal to young ruminants.
